Intermittent hot water - takes days to fix. Intermittent elevator service - takes weeks to fix. Occasional roach issues. Washing machines back up, leaving your clothes sitting in filthy water - still not repaired. Drug use aplenty - not resolved. Illegally high late fees.  Need to rent an apartment?
